This Arizona State Retirement System Defined Benefit Plan offers an assured lifelong monthly payment, in addition to access to health insurance as well as an additional health insurance benefit. It was not intended to pay for, or have employees ever been paid for post-retirement increases. If the plan was intended to be a post-retirement increase plan the cost borne by employers and employees would have be substantially greater throughout the entire career of the employee.
Arizona Revised Statutes (A.R.S. SS 38-767) permits an Arizona State Retirement System to periodically offer an increase in benefits post-retirement, however the ASRS cannot do so under the guidance in these laws.
Perpetual Benefit increases are created through higher investment returns, and, since returns from investments tend to be less volatile and lower and unpredictable, the likelihood of having the possibility of a permanent benefit increase in any particular year is unclear.
The most recent Perpetual Benefit Enhancement was announced in 2005. Even though investment performance has been at the top of the in the quartile, it has not produced any additional Permanent Benefit increases. Find more details about Permanent Benefit Increases here:
